The recovery server cannot be contacted macOS High Sierra. Change to current UTC?

I am attempting to reinstall MacOS High Sierra and encountered a similar issue as many where "The recovery server cannot be contacted." One solution was to check and change to the current UTC. I figured out how to check the current UTC in the Terminal and it was correct. However, I still have the same problem. What should I do now?

Other users have the same issue which seems to be coming from the Apple servers. A workaround would be to create a bootable key on another Mac: Create a bootable installer for macOS - Apple Support.
