Your work VPN is most likely not the problem. When you install a VPN profile it inserts itself into the protocol stack. Even when you aren’t using the VPN app all traffic is routed through the profile, and if something goes wrong with the profile it can block traffic.
When you install VPN it configures itself to the specific hardware, OS version and network that the device uses. If any of those change it can break the VPN. So any time you change any of these you may need to delete the VPN app and profile, restart your device, then add it back (if you still want to use VPN) so it can configure itself to the new environment.
So try deleting the non-work VPN profile and restart. That will probably fix the problem.

Just having VPN installed can break internet connects.
I use Safari and it loads without any problem at all. Works on Mac, 2 iPhones and iPad.
I don't understand why you would mention a Google setting either. Google has nothing to do with it.
The correct link for The Home Depot website is https://www.homedepot.com. Try that. If you continue to have trouble loading that website (or any other) read If Safari doesn't open a page or work as expected on your Mac - Apple Support.
I've been having the exact same problem! Home Depot, Petsmart, and several other major corporate sites... all "Access Denied." I'm on a MacBook Pro, OS 14.6.1. I chatted with a very helpful Apple Support person, but we never got further than it is something in my user profile on this machine. It happens ONLY on this machine (not either of my work macbooks), but in BOTH Chrome and Firefox (not a browser setting). Have you tried other browsers or devices? I wonder if we are having the same issue.

Thanks for your help, it's not a work computer, I'm wondering if it is a setting on google? I'm using wifi at home.

I have the same problem. I have a Macbook Pro with Parallels installed. When I use Safari or Chrome on IOS I can't access Home Depot, but when I use Parallels with the same internet navigator I can access it. I believe that there is some plug-in that I need to install to work it. Can anyone help with this issue?
That’s exactly the issue. You can’t successfully transfer a profile from one device to another. You must reinstall the profile on the new device. You will probably have to reinstall the work VPN also.

Most likely its a problem with the site, but perhaps a long shot:
Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.
