iCloud high CPU time in app history

I have a smart socket and I've noticed my Windows PC is using more power at idle than it is supposed to, specifically around 30 watts more.

While investigating this issue, I've found that the iCloud Windows Store app is featured prominently on top of the App History list in Task Manager. The indicated CPU time is 10-100 times higher than any other app on the list!

The real-time CPU usage is not that high, from 0,1 to 0,5 percent, but it is constant and it stacks up. It's more than enough CPU cycles to keep my CPU at a higher power state at all times.

The iCloud app package is comprised of around 9 or 10 executables, and I've narrowed the CPU usage down to iCloudHome.exe application version 408.0.0.1

Has anybody else noticed this issue?

How can I get this to the attention of the app's developers?
