Cannot sync apple music app music on new pc

I have a new pc and want to sync the music from my phone to the new pc. The new pc is synced to icloud. I opened the music app on my new computer downloaded the music app and signed in with the same apple id I use on all my devices. I have apple match and checked that sync is on in my iphone for icloud and the music app. It appears that only the purchased music has come across - maybe not even all of that. I also have family sharing. The previous replies to his problem on this forum are related to the iTunes app and none of them appear to apply in this case. None of the playlists came across either. How do I fix this?
