Getting old iTunes library and playlists back

I had a very extensive library made up of mostly CD's that I uploaded into iTunes. I also had a lot of playlists. Somewhere along the road, I lost the entire library and playlists. I was told that if I repurchased Apple music, that I could then re-download my old library and playlists. I did repurchase it and when I go on iTunes and pull up Old Libraries, it says that folder is empty. PLEASE HELP! I still have all of the CD's but it would take me DAYS to reupload them and configure my playlists. I obtained a new laptop a few weeks ago and when I FIRST tried to download iTunes app, it showed up as though it had access to my old library, but it was foggy looking and I couldn't click on anything. It then filled with what the library on my most previous laptop had in it (which is next to nothing). I tried uninstalling iTunes and my music folder, then redownloaded iTunes hoping I would at least see the "ghost" library, but this time my more recent empty library showed up right away. Please help! PS My phone library still seems to have all of the songs, just missing my playlists. Not sure if that would help you.....
