I had to reset my phone and now my airtags do not work. I have reset my airtags and the message says "Could no complete airtag setup; To set up this airtag, sign in with you Apple ID in Settings"

Are you using the same Apple ID with this after your restored it as you used to initially pair this AirTag with?
Hmm. Well, in theory, either restoring or replacing the iPhone you initially paired the tags with, with the same or different iPhone that uses the same Apple ID should allow you to continue to use these AirTags ... without having to do anything special, like resetting them.
However, if you have, and especially if you have tried resetting them a few times ... and they still won't pair then I would suggest that you contact Apple Support directly for further assistance with this matter. Sorry, that I couldn't help you with this.
What exact method did you use to "reset" your iPhone? Did you mean that you had to restore your iPhone to its factory default configuration? If so, did you remember to unpair these AirTags BEFORE you restored the phone?
reset to factory settings. I did not unpair the AirTags before.
Yes. Same ID. It’s happening on two AirTags. Same ID I initially set them up with. Just had to restore my phone. Same exact phone as well.
