I subscribe to Itunes Match but not Apple Music. My library is available in the Apple Music app but not in music.apple.com web player. The support page clearly says it should be "You can also stream your music library on music.apple.com."
I purchased an Itunes Match subscription so I could listen to my own library on my work laptop (which doesn't allow me to install apps).
Any help would be appreciated

What Apple support doc are you referring to? You can sync iTunes Match across your devices using iCloud Music library. This is the one referring to Apple Music on the web Listen to Apple Music on the web and in apps - Apple Support

Hi Jim, I have no interest in subscribing to Apple Music, I subscribed to ITunes Match for a specific reason. I did so confidently as their product pages are quite clear that ITunes Match works on web the same as it works on the app.

You need an Apple Music subscription for use on web browsers. Apple Music includes iTunes Match features and if you subscribe the change will be seamless.
