Unable to open iCloud keynote files in iOS app using mobile data

My Keynote on my iPhone are unable to open any keynotes stores in iCloud. I just created two new ones on my Mac and saved them in iCloud. None are able to open. One file is shared with another iPhone user, the other not.

I'm running Sonoma 14.1 on an M2, and iOS 17.3.1 on an iPhone 13.

I've tried to delete and reinstall Keynote on the iPhone. Also tried restart the iPhone. Still doesn't help. Every time I try to open a file I get an error message saying that the device "can't connect to the server". But I can see that Keynote lists all my presentations in the cloud. If I try to open the file from the Files app instead, it switches over to Keynote and says that I lack an internet connection (which is not true).

If I instead connect to Wifi the app works fine. It has access to mobile data turned on in settings.

iPhone 13, iOS 17
