Genius Suggestions Greyed Out

Seems like this issue has gone on forever according to the forums. I hadn't seen anything new in a couple years so I'm posting this again. I've had an issue with being able to create Genius playlists for a number of years. I'm on a PC and use the iTunes app. Following the usual tips none work. No matter what I do, the option to create a Genius selection/playlist is "greyed out". The evil itunes "greyed out" problem that no can seem to offer a solution to. Any new ideas out there? I've downloaded all my song twice. I've logged in and out many times. I've reinstalled iTunes.
