Actually, it does not.
Weather apps on current iOS devices all have their own units settings. The Weather Channel, Accuweather, Weather++ etc.. all have a setting for that directly in the App.
Even Apple's own Weather app has its own units setting which is not tied to the device's regional settings.
Having it tied to the overall device regional settings is a bad idea, because it would prevent you from changing it when you want to. Or having your device set to one region, while actually seeing information in units from a different one.
Its a better experience overall to have the units switch directly in the app, rather than having to go to Settings to change it and change every other app in the process.
