I was trying to pre-order the Apple Vision Pro, but I ran into this message after scanning the image in the Camera app on my iPhone: "Due to restrictions set for this device, this app cannot be used."d

Check at Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > App Clips. This should be set to "Allow".
You can also try turning Screen Time off at Settings > Screen Time, and scroll to the bottom to turn off screen time.
If you work for a company that manages your iPhone with Mobile Device Management (MDM), it’s possible they have enabled app clips restriction.
