If you have a compatible Mac, you can get the Mojave installer from:

How to download and install macOS - Apple Support

and do a clean install.

You can also use a clone backup program (Carbon Copy Cloner or SuperDuper!) to create a bootable clone backup of an existing Mojave startup drive.

BTW, Mojave is a version of macOS. iOS runs on iPhones.

Terminology note:

A bootable external drive is a drive that you can use as a startup disk.

A bootable installer is a type of bootable external drive that has everything you need to install a copy off the OS on another drive.

A bootable external drive might contain an installer, or a system that you could use every day. A bootable installer would be something that you used just for recovery and/or for setting up new Macs.
