Well, I added money onto the Apple ID the one you use to purchase at the App Store not the Apple Pay card. I added the money from the Apple Pay card to the Apple ID but it didn’t work for me to purchase in the app so I want to refund it back to my Apple card

Normally once funds are in Apple Account balance the only way to get them out again is to spend them. Here's the section in Apple's documents talking about this;

"About unused Apple ID balance
You can't redeem or return Apple Gift Cards, App Store & iTunes Gift Cards, or unused Apple ID balance for cash, except as required by law. If your jurisdiction allows for refund of redeemed gift balances, you can contact Apple Support." Read the support article for more details.

It is not possible to transfer funds from your Apple ID account balance back to your Apple Card.
