Phone number shows up red!

I am having trouble sending text messages to some folks. The number will show up in red, with a message to the effect of “not registered with iMessage.” Sometimes this happens with new numbers and other times with folks I have successfully texted before. Have iPhone iOS 16.6.1 and iPad plus older iMac desktop. Have read earlier posts from 2014 but unable to follow those directions to fix this problem.
