After updating my iPhone 13 to iOS 17 the screen is locked and I cannot do anything, have did the restart but this has not fixed the issue. I do not have a laptop or PC for recovery mode I only have an iPad.

Press the volume up button once quickly. Then press the volume down button quickly. Then press the lock button on the top right side until the screen goes black and you see the apple logo. This is a hard reset. It will fix the issue, but it might happen again, you’ll have to reset out again until apple fixes the issue permanently!
