If I understand you correctly, you installed the Rapid Security Responses but now want to delete it? Apple does not allow you to uninstall updates.

What is the very bad error message?

You were able to delete the (a) version. I don't see anything about deleting (c)

If you applied Rapid Security Response iOS 16.5.1 (a), iPadOS 16.5.1 (a), or macOS Ventura 13.4.1 (a) - Apple Support

The easy way to get rid of the iOS 16.5.x Security Response software patches is to upgrade to iOS 17.

Settings/General/Software Update.
