I want to delete Messages on my iPad but not my iPhone. When I turn iCloud Messages off on my iPad, it stops syncing. But then it blocks me from entering Messages to delete those messages. It makes me sign into iCloud to access Messages, which then brings me back to the original problem of having the devices synched.
How do I delete on iPad and not iPhone if I cannot access Messages after turning iCloud Messages off on the iPad?

You seem to have mutually incompatible requirements.
If devices are synchronised via iCloud, by definition, message receipt and deletion will be synchronised between devices. If instead you wish to selectively delete messages from one device - and not another - you must disable synchronisation via iCloud.
