Cannot login Apple ID and got hacked

First of all, I have received a sms about my package are arrived. They gave me a link and I have click it. They asked me to login with my Apple ID and password, after it’s sign me out and few minutes it’s dedicated some money from my PayPal 3 times. I have tried to login and want to change the password. The Apple asked me to verify by phone number that’s have login with but it is not the phone number that I have login in with. So, I have no choice. I have to created a new Apple ID. For the question is how I can close my old Apple ID and login with my new Apple ID?

Then you should use the Account Recovery Process:
