I am trying to get translations from Belgium to English from my friends in Belgium but translation is not coming up below the comments on the feed. I have selected Belgium as a language on my phone and English as the preferred language. I tried deselecting Belgium but was unable to.

Belgium is a country, not a language. People there normally use either Dutch or French. Which language is it you need to translate?
What exactly are you talking about when you say "comments on the feed"? Something you are reading on the Safari browser? Some other app?
my friends speak Flemish which is very similar to Dutch. When they put messages etc on Facebook I want to translate the Dutch into English. I have checked various settings but still not seeing the translate message under comments
Can you translate dutch to english elsewhere? If the problem is only on the facebook app, you need to contact the people who make that.
