Is this the case for all apps? Or just this one? What error messages do you receive when trying?

B. About Unavailability:

Apps are not available in all countries/regions. This is the key part of licensing. So, if it is not seen in the App Store, then download it from the Developer (and none another, as away to avoid scams).
