Finding an iPhone lost outside using Apple watch

Can an Apple watch with only GPS find a lost iphone that is connected to the internet even if it is out of Bluetooth range? This assuming that the Apple watch itself is not connected to wifi. If the answer is no, can an Apple watch with GPS+cellular do that?
