If the message on the screen indicates that the phone is Unavailable or the screen displays a Security Lockout message, the phone has not really locked you out......you have locked yourself out by entering the wrong passcode too many times.
Follow the instructions in this Apple Support document to reset / erase the phone and then set it up again.
If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support
If you have a current backup, you can use that to restore the data back to the phone.
If you see a different message on the screen......it might say Activation Locked.....that is a different issue. Please confirm.
