How do I fix my purchase problem even after reading every step on your article!?

I’ve tried multiple time trying to purchase in game stores but won’t let and I’m wonder how to fix that problem ! I’ve done every step on your Apple support article and didn’t help me at all

You may have disallowed it in the Screen Time Restrictions. Please see the pic below which is self-explanatory
