System data taking up to much storage

I have removed as much as I can from my laptop onto a hard drive to reduce storage. The only apps I have are photoshop and creative cloud, I can’t even update the software due to system data taking up all the storage. I have clicked on manage and done all the recommendations but nothings working. How can I reduce system data?
