Contact your Carrier, as they are the one who provide you with the service of Messaging.

This going to be one of those situations where Apple will blame Motorola and Motorola will blame Apple. You can start with either one.

I assume that you have already confirmed that Send as SMS is enabled on the iPhone and MMS Messaging is also enabled as well, correct?

You are able to send texts to other phones, correct?

If yes, the issue is with the Motorola "smartphone". Contact Motorola support for assistance.

Texting is handled by your carrier. Get with them to do some troubleshooting. Hopefully, both phones are using the same carrier.
