A1. Troubleshooting Delete Notes:

A. Visit the Following:

• Delete and Recover Notes on iCloud.com - Apple Support
• If you're Missing Notes on your iPhone, iPad, or iPod touch - Apple Support

B. For Note:

iCloud does not Back Up Notes.

A2. Secure your Info:

Having been stolen, you should (A.)verify your devices, and (B.)secure your account, and (C.)report items to Apple and others, Start with opening a new eMail address to use as your Apple ID.

1. Verify your Devices:

Verify that all devices are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support

then...

2. Modify your Credentials:

Having been stollen, someone lily has your credentials. So, by all means, modifying them.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

3. Report Items to Apple and Others:

If your phone was stolen you cannot access not back it up remotely. Your device also cannot be accessed/hacked remotely. Deleted messages cannot be restored as they are deleted permanently
