Deliver-It has failed to deliver a product ordered from the online Apple Store 3 times. This makes it problematic to order from Apple online.

You are not talking directly to Apple here. We are just fellow Apple-product users and there is nothing we can do to assist you with this matter. I suggest that you contact Apple Support directly for resolution. Whether or not there is another shipping option for your location is only something they can find out for you.
