MacBook Pro Photos not in iCloud Photos

I turned on iCloud photos on my iPhone and Mac Book Pro and only the photos on my iPhone went to the cloud. ICloud is missing about 16K of photos.

How do I get the photos rom my Mac Book Pro to iCloud photos? They still are in my library in the photos app. So are the ones that synced up from my iPhone.

MacBook Pro 16″, macOS 13.4

Open photos

photos - settings (or preferences) - icloud

ensure that your iCloud is turned on. Also ensure that the library is the system library under general

go to “library”

scroll to the bottom

check the current iCloud status (under the count of images and videos)
