Can you set up an Apple watch with ipados17 as now they have the health app and that was what you needed previously to set them up on iPhone.

You will need an iPhone and the Watch App to pair and set up your Apple Watch, which as of now is only available on an iPhone.

If you are like the rest of us, you’ll need to wait until later in the development lifecycle, during which more information will become available. Contributors here are all end-users, just like you; anyone that does have access to specific information concerning new products will not be able to offer specific comment - as they will be bound by NDA (Non Disclosure Agreements).
A lot can change between now and September/October when iOS/iPadOS17 will be ready for production release.

The Health app on iPad is just a sync'd/copied version of what your iPhone already records from an Watch
