Why when I go to upload a photo to tiktok it says “cannot access photos from iCloud “how do I fix it?

Did you make sure, that the app can access your Photo app?
You can check this in Settings/Privacy/Photos.
Also make sure that your photos have been downloaded in full size.
In case you are using the option "Optimize iPhone Storage" in Settings/iCloud/Photos/ to save space on your iOS device by reducing the size of the picture, only a preview will be saved on your device.
