iCloud Photo

Hello, can anyone help me? I upgraded from 50GB to 200GB iCloud+ but i have a problem uploading all my photos to iCloud. I tried to enabling iCloud Photos from iPhone Storage menu and it did nothing, sometimes it worked and showing either 1 or 13 and then it says "enable" again. Can anyone help? Thanks.
