safari won't load/ refresh pages after opening laptop for at least 10 minutes...

Often when I open my laptop and unlock it Safari won't refresh/ load the pages that are still open and even new pages will not load...

Other browsers are working fine on the laptop.

Everything is up to date:

Safari 16.4

MacOS Ventura 13.3.1(a)

Apple support tried several times different things on my laptop but could not fix it.
