I am asking for help to recover my Apple ID. I lost access to my account phone and number and some of my emails. I need to merge my old lost Apple ID. I want to recover my pictures I had backed up with ICloud sign,

Apple ID's cannot be merged. It also sounds like you are unable to log into your old Apple. Please take a look at If you forgot your Apple ID password - Apple Support for help regaining access to it.
Once you can log into the old Apple ID you can then download the pictures you had, instead.
