Go to Safari > Settings > General > Home Page. Change to desired start page.
You can also check for Extensions at Safari > Settings > Extensions. If it is a notification or popup, goto Safari > Settings > Websites > Notifications and Safari > Settings > Websites > Popup Windows. Remove or disable those.
