You can see Apple's Arabic keyboard at the page below. You can make it behave like an Arabic PC layout by switching preferences inside MacOS.

No, Apple doesn't do customized hardware keyboard layouts at all.

I think you can't if you want to custom keyboard layout Arabic - PC, not sure you insist PC layout since it's not that different between Mac key layout and PC layout.
