iPhoto has not run on any OS since Mojave. It was much better to transition before Ventura. It used to be that you would convert your iPhoto Library into a Photos one which preserved a lot of data. Now in Ventura, you have to use File->Import and point to your iPhoto Library. It will import all your images into your Photos Library.
