We’ll, apparently you decided to use that service.
About iCloud Data Recovery Service - Apple Support
I believe it’s associated with Advanced Data Protection.
Use Advanced Data Protection for your iCloud data - Apple Support
Since you didn’t provide the needed Recovery Contact, the iCloud system furnished a recovery method for you.
Go to that contact’s information at Settings > [your Apple ID] > Password & Security > Account Recovery. Once you tap that person, you will see a delete option.
What if the name is “iCloud Data Recovery Service” and doesn’t give me the option to delete? I’ve never seen it there before but it’s there now.
I never decided that service though.. I believe my phone is hacked. How do I find out if it is? And if I find a new recovery contact would I be able to delete that service?

As the material I provided above instructs, go to Settings > [your Apple ID] > iCloud > Advanced Data Protection.
So it’s not someone hacking into my phone??
Yes, it is not someone hacking your iPhone.
