Yes, but if purchase sharing is enabled the family sharing organizer undertakes to pay for all the purchases by other members of the family that aren't covered by store credit.

I find it a bit confusing. Family Sharing is free, but sharing Apple One + with family members requires a more expensive subscription that allows sharing as shown here: Apple One - Apple

It would help, if Apple would simplify this.
