You’ll need to ensure that your Macbook and iPad are both signed-in to iCloud with the same AppleID. With both using the same AppleID, you’ll need to enable iCloud Contacts on both devices.
For iPad:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Contacts - set to ON
