If your iPhone is signed in with the Apple ID that is associated with the iCloud your contacts and photos are on, then you just have to activate the functions in iCloud so that your iPhone synchronizes your content down to your iPhone.

Make sure you are connected to Wi-Fi and go to:

Settings → Apple ID → iCloud → check that Contacts and Photos are enabled in the list.
