safari gets stuck

Safari starts loading a page, the loading bar gets 'stuck' about ¼ in for minutes at a time, then most of the time completes the load. this happens about ½ of the time; other times it loads quickly. I've tried emptying caches. Tried disk utilities repair. Any ideas?

I have a 2021 Mac Air, fully updated.
