Unable to recover deleted file in Numbers on my iPad

If that Numbers document was on iCloud Drive, Apple provides a sliding 30-day window to restore a deleted document when signed into iCloud. This feature is on the Settings panel. If the document was on your local iPad filesystem, then it is not recoverable.
