This is a user-to-user support forum. You will not find any Apple developers here.
The macOS Server product has been officially discontinued and should not be used. Old, obsolete apps like that often have invalid signatures.
Poor coding habits are apparently as rampant at Apple as at other companies.
I was going to include a link to the official Apple Support document on macOS Server, but the Apple Support website appears to be broken right now. 😄

Not to seem unhelpful but this question has been asked multiple times here already. Perhaps try searching for
"Login item open" or something similar. In the search box at top of the page:
