I am using Ventura on my Mac desktop. I have a lot of pictured downloaded from my old computers over the years. They all organize only by the date downloaded. I want them organized by date taken. How can I do this?

That's because that is the default sort for that view. It can't be changed. If you want to have an album which you can choose the sort you'd like and have it automatically updated whenever you add new photos to the library create a Smart Album with the following criteria:
The All Photos view is by date taken with the oldest photo at the top of the window. Most of the views are sorted by capture date or title. The Import window is by date imported. The screenshot below describes the various sort options available in each view of a library:

I do that and go to view and it is greyed out :View by oldest capture date"
