How to switch Screen Saver from Classic to Ken Burns?

I found a fix without having to go through Safe mode:

Within System Settings > Screen Saver --> the panel below Classic , there is one panel labelled Ken Burns (with 27 others). I clicked that 1 panel labelled Ken Burns and immediate Classic switched to Ken Burns. And Screen Saver became Ken Burns mode.

That is exactly what I want to do, but there is NO option, nothing clickable,

only System Settings > Screen Saver > Classic ----> the end stop no choice no Ken Burns,

which is why I came here.

Restarting in Safe mode did not resolve the issue. I have not yet re-installed the macOS ventura.

Safe mode procedure seems a bit different with Apple M2.

Do I continue to to hold down Shift key even after being required to re-start a 2nd time?
