iMessage not working after unblocking

I blocked someone and then unblocked them. Now I will get their iMessage but my iMessage won’t send. I try to send as text but they never receive it. They can FT me, however.

i tried turning phone on/off, wifi on/off, deleting the contact, etc. Nothing is working
