iCloud for Windows Passwords not working

I've been using iCloud for Windows to access my passwords for a year or so without issue. I got an error a month or so ago where a password I chose from the dropdown was not accepted. I suspected maybe my account was hacked so I accessed the account from my phone without issue. Inspecting the original website everything looked normal. So I tried copying an pasting the username and password in from the password manager, and it worked fine.

It seems that while the text field is filled in it is not being submitted. I get slightly different behavior depending on the website. For example, iCloud.com fills in the username value, but leaved the little submit arrow disabled. I can add character to the end and then it's enabled. Value get filled in but does not trigger validation. Another website flashes in the values after selecting from the dropdown, but then clears the fields completely.

Window 10, iCloud for Windows, and Chrome. Everything is up to date. Anyone else experiencing this issue?
