restore my ipad

I am trying to restore my ipad(can't remember passcode) and I have no updates available but it wont let me proceed on my PC without updating? any ideas

The message that you see, concerning update, likely refers to iTunes for Windows - which must be updated to the current version before you’ll be able to restore your iPad.
