Monthly Challenge on Fitness app not showing

Hi, I have been having issues with monthly challenge not showing up on my Fitness app for almost a year. It showed up in one of the months and not showed up for the following two months or so. Both iOS on my phone and watch are up-to-date, and the monthly challenge is still not showing up. I tried bringing it in to Apple store for three times and nothing helped - they tried updating iOS, signing my Apple ID out and back in again. Anyone has the same issue?
