My Apple TV device has a constant blinking light and will not connect to the tv…how do I fix it…have turned it off and on and tried different tvs

If you see a flashing status light on the front of the Apple TV box, then the unit failed to start up properly. First try a cold restart (disconnect from power for a minute or so). If the issue persists, then the system software may need to be re-installed. How to do so, depends on the exact model that you have. Restore your Apple TV - Apple Support.
